The municipal council chamber and its sessions

The municipal council meets, deliberates and votes regularly, and every resolution must be recorded. A conference system with electronic voting organizes the floor, speeds up vote counting and leaves a trace of every agenda item. On top of this comes the growing demand for transparency: sessions are increasingly streamed live, which requires clear audio and, where appropriate, cameras and recording. We size each room according to the number of councillors, the type of venue and the institution's rules, integrating the equipment so it can grow with new functions without replacing the installed base.

Managing the floor in the council

Each councillor requests the floor from their delegate unit, and whoever chairs the session grants or withdraws it from the chairman unit, which has priority over the rest. The order of speakers stays with the chair and each microphone opens only when it should, which also keeps the audio sent to the stream and the recording in order.

Electronic voting on council resolutions

Voting runs on the same conference system: the operator opens and closes each vote, each councillor votes from their seat (yes, no or abstain) and the result is shown in the chamber by name or as totals, according to the council's rules. Each vote is recorded with its result and time, which supports drafting the minutes.

Streaming and recording sessions under Law 21,534

Law 21,534, published in Chile's Official Gazette on 31 January 2023, requires public sessions of municipal councils and regional councils to be broadcast simultaneously through an electronic medium carrying image and sound, the recordings to be published on the institutional website and/or an open-access platform, with the link posted within the following 72 hours, and the recordings to remain available for at least three years. To do this, the chamber needs clean audio from every microphone, cameras that show whoever has the floor, and a signal ready to stream and record. On top of the conference system we integrate the audio feed to the stream and the recording, PTZ cameras and a tracking controller that frames the councillor who is speaking. Publishing the recording on the institutional website and storing it are handled by the municipality on its video platform.
