Session chambers for regional councils: audio, voting and streaming
We integrate conference, electronic voting and streaming systems for the chambers where Chile's regional councils meet, with the record every resolution requires.
For a regional council chamber, ProAVCom integrates chairman and delegate units, wired Relacart CS-302 or wireless WDC-903, roll-call or aggregate voting, PTZ cameras with tracking and Dante audio for streaming, as in the Maule Regional Government.
The regional council and its sessions
The regional council meets in plenary and in committees, deliberates and votes on the regional government's resolutions. Its public sessions must be streamed and recorded, and every vote must be recorded for the minutes. We size the chamber according to the number of councillors, the council's rules and the type of venue, and leave the audio ready to stream and record. If the room has no cable ducts or is often rearranged, we propose a wireless system.
We integrate Vissonic and Relacart Conference equipment, brands we officially represent in Chile, with factory warranty, spare parts and local support.
Regional council sessions: floor, voting and minutes
Each councillor requests the floor from their unit, and whoever chairs grants or withdraws it from the chairman unit, which has priority over the rest. Voting runs on the same system: the operator opens and closes each vote, each councillor votes from their seat and the result is shown in the chamber by name or as totals, according to the rules. Each vote is recorded with its result and time to support the minutes.
Streaming and recording under Law 21,534
Law 21,534, published in Chile's Official Gazette on 31 January 2023, requires public sessions of municipal councils and regional councils to be broadcast simultaneously through an electronic medium carrying image and sound, the recordings to be published on the institutional website and/or an open-access platform, with the link posted within the following 72 hours, and the recordings to remain available for at least three years. We integrate the conference system's audio output with streaming and recording, PTZ cameras and a tracking controller that frames whoever has the floor. Publishing and storing the recording are handled by the regional government on its video platform.
Session chamber equipment
A regional council chamber brings together chairman and delegate units (wired or wireless), a central unit, voting, PTZ cameras with tracking and DSP processing. In rooms without cable ducts, a wireless system avoids building work: the Relacart WDC-903M controller sends the audio over Dante to streaming and recording. At the Maule Regional Government we installed a wireless WDC-903 solution that can be combined into 3 systems, with Dante transmission and long-life batteries.
